Study Session Considers Pegasys

The funding of PEGASYS public access television system will be discussed during a study session of Enid City Commissioners, Tuesday.

The study session precedes the city commission meeting, which begins at 6 p.m. in the city commission room 401 W. Garriott.

City Manager Bill Gamble has proposed weaning funds away from PEGASYS over a five-year period, and forcing the television facility to seek other funding sources, such as educational institutions.

PEGASYS sources have said the funding cuts would threaten the livelihood of the facility.

Manager Wendy Quarles, recently said if the facility had to use the $400,000 acquired for capital improvements, PEGASYS may not be able to afford any new equipment in the future. She cited the expensive costs of new equipment.

PEGASYS supporters fear the commission action will threaten free speech in Enid.

The commission will consider an item approving the acquisition of equipment for PEGASYS, and the measure is recommended for approval.

Also on the agenda are discussion of acquisition of funds from the Federal Community Development Block Grant funds, and which projects are excluded.

The city also proposes appropriating $450,000 for water improvement projects with $300,000 coming from the general fund, through the Capital Improvement fund balance and going for water line replacements.

The remaining $150,000 comes from Enid Municipal Authority Water Development Fund and can only be used for the 1982 water development project, city staff said.

As part of the water line replacement program, a project was let in July totaling $53,755 for the Ash Street project. A second project will be considered Tuesday for to replace lines along Grand Ave. totaling $349,000.

A workers compensation claim awarded to police officer Eddie W. Chapman totaling $40,000 also will be heard.

"How are these so-called 'study sessions' not in violation of the public access laws governing council sessions? And is this 'defunding' thing a new twist on shutting down Pegasys, instead of just reducing the funding? Either course threatens the only access to city government that a lot of citizens depend on! We seem to be following the federal administration's route to secret government."

"These 'study sessions' are about as legal as the executive session where Council members agreed to meet in executive sessions.

It's amazing how Gamble affects all Wards but avoids being accountable to all voters in all the Wards, too. And how is it that this guy thinks he can get his mitts on COUNTY funds like the rural firefighting tax when he's just a CITY manager?

Something stinks, and it's not the litterbox.
